Down Shift Pressure Modifier

What do these tables do ?
The reason I am asking that is when I slow down and give the car gas the 3 to 2 downshift takes a long time and I often have to give it more gas to downshift.
These are the values in my 3-2 downshift pressure modifer table for various MPH.
